Objectives: This research tries to discern psychological conflict elements related with biometric-based non face-to-face authentication system in financial transactions, and examine how these elements affect the intention to use the biometric system. Methods/Statistical Analysis: Research data were collected from the survey to users. To test goodness of fit of the research model and hypotheses, structural equation modeling was used. Findings: The analysis found out that perceived risk characteristics like privacy concern and routine seeking personality have significant effects on usage conflict, and, then, usage conflict has negative effect on the intention to use the biometric system. Improvements/Applications: This research implicates that financial institutions should be aware of antecedent variables affecting usage conflict and try to make efforts to reduce such negative perception on the biometric system. Keywords

Objectives: Major countries have promoted Research and Development (R&D) policies on a governmental level with a global move to preoccupy the market that arises from this technological progress. Methods/Statistical Analysis: Concentrating on the base software computing technology, this study proposes a practical method of evaluating a nation’s technological level. It does so by testing whether a nation’s technological competitiveness using patent and paper statistics as measures of a nation’s R&D productivity and influence of scientific technology significantly affects the technological level of a nation that is measured based on the subjective answers of experts. Findings: In this study, an empirical analysis was performed to verify whether patent and paper technological competitiveness, patent technological competitiveness and paper technological competitiveness, respectively, of the base software computing technology present a significant effect on the Delphi Survey’s value. The results of the analysis are as follows. First, patent technological competitiveness has a significantly positive effect on Delphi Survey’s value. Second, paper technological competitiveness has significantly positive effect on Delphi Survey’s value. In conclusion, the study’s technological competitiveness value from patent and paper evaluation indicators has a significant effect on the technological level measured by experts. This indicates that the evaluation method for technological competitiveness using indicators from patents and papers as products of R&D to measure productivity and the influence of science and technology can be exploited for an objective measurement of the national technological level. Improvements/Applications: Therefore, through additional research with various industries applied, the practicality of the national technological level evaluation is expected to appear. Keywords

Background/Objectives: A variety of R&D policies for small businesses are being implemented, but R&D investment of small businesses is extremely weak. The aim of this study is to find the causes for this and to suggest effective policies. Methods/Statistical Analysis: To find the causes for weak R&D investment of small companies, a survey was conducted with 300 small companies, which had invested in R&D from 2012 to 2014. For this survey, structured questionnaires were distributed and there was an interview using telephone and fax from August 19th to September 22nd 2015. Also, a survey was conducted with 829 of 1,675 mid-sized companies that belong to the Association of High Potential Enterprises of Korea and 102 effective responses were analyzed. Findings: The rate of R&D success in the small companies that received government support was 59.2%, but it was mostly focused on performance or quality improvement. At every stage, the companies considered insufficiency of funds and complex administrative procedures as major failure factors. They preferred funding and prototype production support as the most required policies. On the contrary, the mid-sized companies showed a lot of demands for professional manpower, facilities and equipment purchase support. This demonstrates there is a need to offer opportunities for joint use of specialized test equipment’s. Application/Improvements: This study has big significance by studying the demands of the companies, but further research would need to observe if the policies suggested serve as continued growth engines. Keywords
